Whitehall Mayor Michael Bivens and Councilmember Amy Harcar Win Confidence Votes

Whitehall City, Ohio Mayor Michael Bivens and Councilmember Amy Harcar scaled the recall hurdles at the special June 23 recall election, with residents voting to keep them in their offices.

However, the third council member in the recall election, Lori Elmore lost but with few votes that tilt the voting scale still being expected to be counted. Results will be confirmed by the Franklin County Board of Elections.

Voters chose to keep Bivens and Harcar by around 100 votes and 30 votes, respectively. The election had a 19.1% voter turnout, with 2,165 ballots counted.

According to Antone White with the Franklin County Board of Elections, 31 votes still need to be canvassed, meaning results for Elmore and Harcar could change.

The election drew significant attention across the city as residents weighed concerns raised by recall organizers against the leadership and direction of Whitehall’s current administration. After ballots were counted, voters demonstrated continued confidence in Mayor Bivens and Council Member Harcar by voting to keep them in their positions.

For many residents, the election represented more than a political contest, it was an opportunity to participate directly in shaping the future of their community. Throughout the campaign, supporters and opponents engaged in public discussions about city leadership, development, public safety, transparency, and community engagement.

Mayor Bivens expressed appreciation for the trust placed in him by voters and emphasized his commitment to serving all residents of Whitehall. Community supporters noted ongoing efforts to strengthen neighborhoods, support local businesses, and improve quality of life throughout the city.

Council Member Amy Harcar also retained her seat following the election, signaling continued support from voters for her role in the City Council. The results reflect the importance of civic participation and local engagement in municipal government.

The race involving Council Member Lori Elmore remained extremely close following unofficial results, with election officials continuing to review outstanding ballots before final certification. Final results will be confirmed by the Franklin County Board of Elections.

Residents on all sides of the issue acknowledged the importance of community involvement throughout the process. The election highlighted the passion Whitehall citizens have for their city and their desire to actively participate in local government decisions.
